AW: vp8enc to use multiple cores

With variable bitrate, more bits are needed to encode more movement (scene changes etc.). If a low limit is set, the quality will be reduced for the frames with greater movement.

Actually if it was the Bitrate problem, then i guess the video quality should be bad even if there is no motion/movement in the video. But in this scenario the video becomes bad only if there is a motion/movement in the video(with high resolutions).
