Motion always cause deterioration of the image. Speaking only about
bitrate, the lower the bitrate, the slower it will take for this
deterioration to be fixed when motion stops. The reason is simple, you
can't express enough deltas per frame at lower bitrate.

The art of encoding is all about finding a configuration where the
stabilization speed, and deterioration ratio is such that human eye
don't or barely see it.
