QoS

Hi gstreamer friends !

I try to understand QoS for my use, and would like to know if it is possible with QoS statistics to measure QoS coming from the pipeline sink in order to know if the stream bitrate if not too high for the network capacity we have.
My goal would be to adapt the stream bitrate if QoS tells me that the pipeline sink can't send it fast enough...

Is it possible to measure this through QoS ?
