h264 Decoder GPL or LGPL

Hi I was looking inside gst-plugins-ugly and saw the h264 library. So dos
that mean the xh264 decoder in GStreamer is not LGPL ? Or xh264 library is
just used for encoding and decoder is somewhere else and LGPL ?
