gst-launcher-1.0 : setting pad offset

The syntax to set pad property is:
  element pad_nane::property=blabla
Though pad offset is not a property. It can only be set programatically
using gst_pad_set_offset(). So it's not possible to use it using gst
-launch-1.0 testing tool.
