gst-plugins-base fails to build with --with-pkg-config-path

Posted it to the bugzilla but it seems like it doesn't get so many eyes on it.

The gir files in app/src can't be located if they aren't in a standard
path. This is because the build rules do not properly specify
PKG_CONFIG_PATH. I've attached a patch that fixes it for me.
