Setting bitrate on Andorid AVC encoding no effect?

It's a well known issue. If you want, you can join force with
 thiblahute and Mathieu_Du (their IRC names) who have started to think
of a solution to that. They face this non-generic issue within
GES/PiTiVi. The problem is also that we forgot to unify all the bitrate
property during the move to 1.0.
