How to shuttle GstMeta information between Python and C?

Yes, I just filed a patch for setting the MetaStruct's fields to 0 on init, 
see <https://bugzilla.gnome.org/show_bug.cgi?id=764902>  .

I will also suggest a patch for the set-er as well.
