Missing openh264enc plugin in Linux

Hi Tim,

Sorry, I built 1.8.2 (as it's the version coming with Ubuntu 16.04)... 
so, I guess it should work for 1.8.3 if it's been fixed :-)

Do you recommend to use 1.8.3 to workaround the main issue I got with 
openh264 plugin ?
