Yes, please file a bug against gstreamer-vaapi for this:
https://bugzilla.gnome.org/enter_bug.cgi?product=GStreamer&component=gstreamer-vaapi
Also include the versions of GStreamer and gstreamer-vaapi that
you're using, as well as the graphics hardware and vaapi backend.
