How to get current bandwidth of the network in gstreamer

[gstreader]

 Actually, I am looking for current bandwidth of the network, which is
require for my video streaming application.On the server side I need to find
the outgoing bandwidth and on the client side I
need to find the incoming bandwidth. 

Is there anyway I can get the current bandwidth in gstreamer streaming
application ?
