Android sdk 1.8.2 and above is not working on windows

Hi,
I'm trying to run slomo tutorial-5 on:
- windows machine
- Android studio 2.1.2
- android-ndk-r10e
- gstreamer-1.0-android-armv7-1.8.2
it failed with:
'cat' is not recognized as an internal or external command
older version (1.6.4 & 1.7.91) are working fine on windows. i have
checked gstreamer-1.0.mk and it seems 'cat' is introduced on 1.8.2
so the first question, is gstreamer sdk for android supported in
windows. i believe there is not cat command on windows, it is a unix
based one.
on 1.9.1, the error is different :
GStreamer : [GEN] => gst-build-armeabi/gstreamer_android.c
'C:' is not recognized as an internal or external command,
maybe the new versions are not tested on windows yet.
any help is appreciated. i tried 1.9.1 on ubuntu and it seems to work
fine after removing '\' from gstreamer-1.0.mk
