Simple example pipeline using Opusenc fails from gst-launch?

Can you tell me what GStreamer version you are running?

I just tried updating to 1.12.3 but get the same result. Perhaps I'll need
to back out to an earlier version. I have been using the Windows binary msi
distribution rather than finding how to rebuild from source distribution.
