Simple example pipeline using Opusenc fails from gst-launch?

Vinod,

I finally got the opusenc pipeline working after extracting an older
libopus-0.dll from the 1.10.2 GStreamer MSI and putting it in place of the
installed 1.12.3 GStreamer version on my machine.

Since you can run the pipeline under 1.12.1 (I assume under window) the
route cause may well be some local problem on my machine but I'm not sure
how building the libopus-0.dll myself (if I could figure out how to do
that) would help.

Regardless, I am now able to proceed and have raised a bug on this issue -
