Just for reference, on the Windows the registry is located here:
C:\Users\<user>\AppData\Local\Microsoft\Windows\INetCache\gstreamer-1.0
And the INetCache directory is an "invisible" directory...

Would be great if gst-inspect had an option to flush/rebuild the cache.
$ gst-inspect-1.0.exe directsound
