AW: Issue with h264depay and avdec_h264 when using rtpulpfecenc/dec !

Yea May be Correct, 
But the same file if i tap after rtpH264depay and that file if i give to
decode bin separately ,ie
to this pipeline:

gst-launch-1.0 filesrc location=test.264 ! decodebin ! videoconvert !
video/x-raw ! x264enc tune=4 ! matroskamux ! filesink
location=/root/test.mkv

this is working ,But why cant i do this in a single stretch, 
If error is there in encoder side ,Encoder what shall i do to overcome it?
