gst-build 1.14 on Ubuntu 16.04 isn't working for me

Can anyone tell me why gst-build is failing (on the 1.14 branch).

In my last email, I was on Ubuntu 16.04.  This time I am on Mint 19
(equivalent to Ubuntu 18.04).  I am getting the same problem.

This is what I'm doing in the Linux terminal

ing at ing-ub01:~/github/gstreamer/gst-build$ *meson wrap promote
subprojects/glib/subprojects/libffi.wrap*
Subproject libffi.wrap not found in directory tree.

But I can see that the file is in the directory tree, and the file contents
are:

[wrap-git]
directory=libffi
url=https://github.com/centricular/libffi.git
revision=meson
