gst-build 1.14 on Ubuntu 16.04 isn't working for me

Yes, that command just doesn't work, I am not really sure why it is recommended.

You can simply copy that file to your subprojects directory, and probably propose
a patch to add that wrap there upstream as well, I don't think there is any reason
not to.
