ATSC, dvbsrc, and dvbv5-scan

Sorry that should of course have been:
gst-launch-1.0 playbin uri=dab://WUPW%20TV
and we have now got it working. Sadly dvbv5-scan issues what it claims are
errors and yet it correctly completes it's task. Also dvbbasebin and dvbsrc
issue dire warnings that appear to be errors and FIXME messages which do not
seem to affect correct execution but really frighten users being asked to
debug remotely.
I am unable to trial or test any of this ATSC stuff so what dvbbasebin and
dvbsrc need is a GStreamer person in an ATSC area with a DVB capability to do
some experimentation and make suggestions for change to the source in
gstreamer-plugins-bad. I can only do work from a DVB-T2/DVB-T perspective.
