Unable to use taginject plugin in C program

It seems like your program cant find the plugin.  Check out usage
of --gst-plugin-path command line parameter or GST_PLUGIN_PATH environment
variable.  There is probably also a c function call to add a folder to the
path ... but I dont know it off the top of my head.
