GES: Timeline serialization does not save GESEffect

BTW I noticed that libyaml-devel is a build dependency for some gstreamer
packages.

Serializing to YAML (instead of XML) would be a huge win.  I was really
hoping to get a working example built but my schedule is over-booked
already.
