Identity silent=false pipeline element

When I used the Identity silent=false element with timeoverlay and
clockoverlay in my pipeline along with gst-launch-1.0 -v, i ended up
obtaining the pts, dts, offset etc. such as 

/GstPipeline:pipeline0/GstIdentity:identity0: last-message = chain   *******
(identity0:sink) (264 bytes, dts: 0:16:38.038660967, pts: 0:16:38.029899491,
duration: none, offset: -1, offset_end: -1, flags: 00004000 tag-memory ,
meta: GstNetAddressMeta) 0x7fcf9003ba50
 
with timeoverlay displaying 0:16:37.829 at the time of capture. 

Would this mean it takes 0.200899491 seconds to actually start capturing or
processing? I am a bit confused as to what is happening. 

Also would this suggest the time that the camera takes to start to capturing
frames be around 0.1 or 0.2 seconds (varying slightly) etc. be the offset?
