H265 and green images

I am using this:
gst-launch-1.0 rtspsrc latency=0 location=rtsp://
admin:cam at 10.20.4.109/CH001.sdp ! rtph265depay ! decodebin ! videoconvert !
openh264enc ! h264parse config-interval=-1 ! queue ! mpegtsmux ! hlssink
playlist-root=/~silentm/hlssink
location=/home/silentm/public_html/hlssink/hlssink.camera.219.%05d.ts
target-duration=1 max-files=3 playlist-length=2
playlist-location=/home/silentm/public_html/hlssink/playlist.camera.219.m3u8

to decode H265 from a camera. It works sort of - I get a lot of "green"
frames - then picture - then green frames again.

How can I get rid of the green ?
