This is likely are bug or a limitation of the Rockhip wrapper. You
should consider sharing these results with them, 

  https://github.com/rockchip-linux/gstreamer-rockchip

They might (just like we do here) ask you to retest on the last mpp
library and latest gstreamer plugins.
