Streaming out HLS with timed metadata?

Greetings, I'm looking for a way to embed timed metadata into an HLS
stream. According to the description on Apple's developer site [1],
this can be encoded into an elementary stream in MPEG-2 TS. Is there
any support for this in GStreamer?

On the face of it, I don't see an application/x-id3 sink in mpegtsmux,
and although others have had this same question in the past, I haven't
seen a definitive answer.
