RTSP recording pipeline failed

I was trying to do a project to test a pipeline for recording RTSP to
splitmuxsink element. I put all the necessary plugins in the local area. it
seemed to have an error saying failed to open stream and some others. This
only happens when I have the dlls in the local folder where the .EXE is
located. If i delete the dlls in the local folder it will load and work
right. anybody know why?
