Little help with VAAPI

I am compiling gstreamer by source... trying to get VAAPI to work.
when I run gst-inspect-1.0 | grep vaapi    nothing shows.

I have successfully compiled gstreamer-vaapi-1.12.3  and all its other base
and plugins.

Where do I go look to see why vaapi is not getting detected when compiling?
I see that libav compiles with --disable-vaapi ???
so I tried to add --enable-vaapi but it says UNKNOWN option.

How do I get vaapi compiled in gstreamer ?
