Efficiently change color space for vaapih264enc

Wow, looks like it's working now. I had tried it before, but it didn't work
for some reason (might just have been some other mistake in my pipeline),
and the examples I found used it after a vaapi decode, leading me to believe
it only worked for "post" processing. But now it's working perfectly,
