Correct HW 264 decoder for RPI + playbin

I am confused with the different hardware decoders and sinks available. 
I am wondering what the most current recommended hardware decoder for 
Raspberry PI is. And what sink do I use for HDMI output ?

I am using a  playbin pipeline in python for now. But if I need hardware 
decoding, is this automatically detected ?
