Sure:

gst-launch-1.0 playbin uri=rtsp://wowzaec2demo.streamlock.net/vod/mp4:BigBuckBunny_115k.mov \
                       video-filter="gdkpixbufoverlay location=my_logo.png"

Follow this link [0] for more configuration of the overlay. It can
position the overlay, and also scale it.
