When does souphttpsrc does not support seeking ?

I stream the video from a vlc player in the server system. It is an mp4 video
stored in server system.
I use souphttpsrc at the client system to display the streamed video. 

/gst-launch-1.0 httpsrc location=http://10.201.4.233:8080/test
do-timestamp=true is-live=true  ! queue !  decodebin ! videoconvert ! queue
! xvimagesink/

In this case, does souphttpsrc support seeking ?
