textoverlay on Windows & Mac

I find that the textoverlay element is available on Linux but not on 
Windows or Mac. And my guess is that that is because it uses pango which 
is not available on those OSs, is that right?

If so, is there any workaround for displaying subtitles on a video on 
Windows & Mac?

And, it would surely be useful to add a note about which OSs it works 
on, on the relevant documentation pages such as
