textoverlay on Windows & Mac

At least on Windows, I have textoverlay available. I have 2 installs at the
moment, and textoverlay works for both:
 - Stock 1.18.1 MSVC x64 installed from the .msi on the GStreamer downloads
page, installed to C:\gstreamer
 - MSYS2 environment with GStreamer 1.18.1 installed using pacman

Tested using the following pipeline:
gst-launch-1.0.exe videotestsrc ! video/x-raw, width=1280, height=800,
framerate=30/1 ! textoverlay text="Testing, 1, 2, 3!" ! autovideosink
