Conversion from siren to mp3 / pcm

Hello there. I am saving siren audio to a file using this pipeline:

udpsrc port=5815
caps="application/x-rtp,channels=(int)1,media=(string)audio,payload=(int)104,clock-rate=(int)16000,encoding-name=(string)SIREN"
! rtpsirendepay ! filesink location=raw.g7221

File is being stored but I am not able to convert it to audio file. I could
not find any converter to convert it and not able to use sirendec to convert
it to pcm. Please let me know how to do this.
