videoscale not working with android

Hi I am developing one android application. I want to scale video with fix
height width. But videoscale is not working.
Below is my pipeline code
"udpsrc port=2222 !" +
                  "queue ! " +
                  "h265parse ! " +
                  "decodebin3 ! " +
                  "videoscale ! " +
                  "glimagesink sync=false"
Any suggestions on same ?
