SplitMuxSink set exact time for video

Hi all,

We have a splitmuxsink element and are using the max-size-time property to
control the size of the files being created.

However, we have a requirement to have exact file sizes, maybe the number
of frames ?

I tried to see if the splitmuxsink has any way to set the number of frames
before it splits, but I didn't see anything.

Is there a good way to get an exact length for the file before it splits,
as the max-size-time seems to vary between videos.
