memory leak in vaapih264dec with low-latency=true and base-only=true

In my rtsp streaming pipeline vaapih264dec is used and streaming works fine. But whenever pipeline state changes from playing to state null, there is about 0.5% memory leak.
In about 200 state changes, memory is used up and I have to restart my app. gstreamer 1.14.5 is used on Ubuntu 18. Thanks for your helps.
