Configuring gst-plugins-base with OpenGL integration on Windows

Hi,

I've found a similar issue -  gst/gl/glprototypes/gstgl_compat.h definition
of GLsync conflicts with others (#1341) · Issues · GStreamer / gstreamer ·

As a temporary fix, I've commented out the "GLsync" declaration from
gstgl_compat.h.
So I've managed to build the nvcodec plugin from source (with OpenGL
support).
