webrtcbin and vbr

webrtcbin itself doesn't deal with that per-se and that is generally 
part of the application's responsibility.

However there is e.g. webrtcsink in gst-plugins-rs that implements a 
relevant algorithm using webrtcbin that you could look at.

It is also possible to reimplement the relevant bits of webrtcsink to do 
the bitrate adaption yourself manually.
