I tried to reenable this last night but I hit a bug in D-BUS, which I
think I may have solved

The patch is pending review though. Once this is fixed in D-BUS and
there is a 0.33 release or something I'll enable this again in hal.

That said, I still don't think it makes sense to ever restart the system
message bus (there was a large thread on dbus at fd.o recently), but in the
interim we should do this work around.
