Matthew Garrett mentioned on IRC that we may want to keep local copies
of non-standard non-glibc kernel headers and use those if the e.g. ioctl
wasn't found. Also a remark that Linux kernel developers encourage this.
So, I guess I'm not terribly opposed for a patch doing exactly that,
however I do think distros just need to ship non-ancient stuff (googling
for BLKGETSIZE64 suggests it was introduced as early 2001-2002).
