I don't think that inotify works for virtual filesystems like /proc :(

BTW, in response to my post on LKML Al Viro pointed out a serious
problem with the "read /proc/mounts until correct device number found" 
approach in hald:

[Al] *the* corresponding mountpoint?  Which one?  There might be any number of those...
