Building with parted > 1.7.1

I currently can't build HAL on a fully updated FC6 system as parted is
now been updated to 1.8.0

I've attached the patch I'm using for building, but maybe I've missed a
nuance as to why we compile the file in configure and then check for
exactly 1.7.1 there.

This patch gets things building again.
