[PATCH] libhal-policy on solaris

Patch that makes libhal-policy work on Solaris includes:

- configure check for getgrouplist() and use local version if not present;
- _POSIX_PTHREAD_SEMANTICS and _REENTRANT required for getgrgid_r() to 
have 5 arguments (otherwise Solaris uses a 4-argument version);
- anonymous unions are not supported in C99, fixed LibHalPolicyElement;
