[PATCH] distcheck broken without gtk-doc

'make distcheck' fails on machines without gtk-doc. Attached is the 
suggested fix: it feels kinda wrong, because gtk-doc.make itself checks 
for ENABLE_GTK_DOC, but I'm not quite ready to hack this file, 
especially since it seems to be copied verbatim from another project.

OK to commit?
