HAL state after suspend

I've seen that in the past.. and it's most likely due to kernel bugs. 
Haven't seen it for a while though. Telling HAL to rescan certain 
devices (like we do today) is just a stop-gap measure so people can use 
their systems. And I don't think we want to rescan the entire device 
tree, just fix the kernel instead I think.
