[PATCH] Don't fail if polkit-policy-file-validate is not found

You get the checks on all 11 platforms, and also notice if some of the
underlying libraries change underneath you. You would be surprised
what kind of strange bugs I already found due to the postgresql test
suite.

While I'm generally a big fan of running test suites during build and
have their failure fail the entire build, this needs some buildd
specific consideration, of course. For example, installing hal into a
buildd chroot does not work, you cannot start hal in chroots (same
with apache). But I guess the PK test suite does not actually need a
running hald?
