Isn't it possible to have an FDI file somewhere under /etc override any
setting from hal-info (somewhere under /usr)? Like this the default in
hal-info can be US, your distro installer puts an override FDI file
under /etc with your local layout in it, and everybody's happy...

Or am I missing something?
