radeontool and vbetool - why aren't they in pm-tools?!!

You're having problems with Fedora's packaging of the pm-utils package.
pm-utils discussions neither happen here (they have their own mailing
list) and it's purely a packaging problem on one distribution. So talk
to that distribution.
