Do you have the evdev input driver (Debian package "xserver-xorg-input-evdev")
installed (or just the legacy xserver-xorg-input-{kbd,mouse} drivers)?
AFAIK, only the evdev driver comes with the necessary fdi file for HAL
(/usr/share/hal/fdi/policy/20thirdparty/10-x11-evdev.fdi).
